It is important to us that you know your benefits and the options available to you. The BlueCross BlueShield of Texas website  provides great information about in-network providers and facilities.  You can also create a BlueAccess account and view your Member ID Card, Track Claims and get to Know Your Benefits better.  You also have access to the 24/7 Nurseline as well as other deals through Blue365.

The 2023-24 BlueCross BlueShield of Texas Medical plans offer:

  • enhanced benefits
  • a wider network of providers and hospitals
  • many wellness-focused tools and resources

There are four health plans administered by Blue Cross and Blue Shield of Texas, including two new statewide physician-directed plans. There are also two HMO plans. Below are brief overviews explaining each plan. Please refer to the full plan document for an outline of all of the available benefits. Some benefits may vary from the old TRS plans, but the intent was to match benefits as close as possible. The BlueCross BlueShield of Texas Medical plans are subject to change.

Brief highlight of each Medical plan:

Medical HMO High Deductible Blue Essentials (old name -TRS-ActiveCare Primary) is physician-directed, statewide plan has a lower monthly premium and lower copays for doctor visits before your deductible is met, so you can lower your out-of-pocket costs sooner. You’ll have to choose a PCP with this plan when you enroll. You’ll have a statewide network of providers to choose from. There are no regional network boundaries with this plan. Preventive care visits are provided at no charge. Please view the SBC for more details.

Medical PPO High Deductible Blue Access (old name – TRS-ActiveCare HD) is a high deductible plan where everything is subject to your deductible.  This means doctor’s visits, prescription drugs, hospital stays, surgeries, lab work, and outpatient procedures.  It is important to be a wise consumer when on this plan.  Please view the SBC for more details.  For members of this plan, Uplift Education provides the option of participating in a Health Savings Account.  If you don’t remember how your Health Savings Account works, or if you would like to learn more, please visit the Health Savings Account page.

Medical HMO Low Deductible Blue Essentials (old name TRS-ActiveCare Primary+) is physician-directed, statewide plan has a higher premium and lower deductible and copays for many health care services and medications. Medical PPO Grandfathered Blue Access (old name TRS-ActiveCare 2)  Effective 9/1/2018 ActiveCare 2 is a Closed Plan. Only participants presently enrolled in ActiveCare2 are eligible to be in the Medical PPO Grandfathered plan. No new enrollments will be allowed.  Please view the SBC for more details.
